What archiving tool are you using?
The fact you're mentioning an 'Extraction Wizard' makes me think you're using Windows own built-in (and limited) ZIP support. If that is the case, I'd recommend using 7-Zip.
If I'm understanding correctly, you're double-clicking onto the executable directly from your archiving tool. Correct?
Extract all the files to a folder on your desktop, then launch from there.

The support section of this website is currently down due to an intrusion; the website was rebuilt with only the fundamental sections functional. For now at least.
GameSave Manager will either ask you for the path during Backup or use the Cloud Options / Default Backup Directory as set within Program Settings.
If you have it enabled, check the task log from the Main Menu. The log will specify the path it's backing up to.

I never noted down the changes to 9.2018-02-17_01.
I could probably get a list of entries that were affected in that release, but not how they were affected (renamed, alternative entry added, new entry, etc).
I'll make an effort to get the changelog section up for the next Database Update, however.
