You could have a version of the game which is using a different save location.
Common examples of this are store-specific locations (for example, Steam releases may opt to use Steam Cloud while the GoG release of the same game may opt to use an AppData\Roaming location).

Re: approve user submissions
Typically, I try to release a update once a week if enough (20 or so) records are added / updated.
If not, I let them build up a little.
Admittedly, I got a little behind with them this time (by around a month).
Rest assured, a database update was made moments ago.

Re: GSM always reports an error with the same game
There's a known issue with backups that contain no files being falsely flagged by the verification scan.
It's safe to ignore titles that only have registry data with no file backups when such a flag occurs.

Re: Not Detecting Moved Games
How exactly did you 'move' your game files? The game's installation wizard creates registry keys and values, which is what GameSave Manager follows for many GOG-specific releases. If these registry values were untouched, GameSave Manager has no idea you've moved the game files. For example, GameSave...

Re: Backing up and Restoring from the commandline
I'm afraid that what you're asking for isn't possible in the v3.x branch... Kinda? You can configure GameSave Manager to perform a backup as--and when--you want. This can be achieved via the Scheduled Tasks feature. At the end of the wizard, you can opt out of adding the task to the Windows Task Sch...
